recommended by the Army Council with reference YOUR 78108/863/10 at Said junction, to state that they are suggested that there is a possibility reserved at the rendition of leased territory known as the Hong Kong Weihaiwei Conference.
Extension of 1898 being raised at almost the sole reason for the lease of this territory made to render practicable Hong Kong on the land side and for which the Army Council are mainly, if not solely responsible.
They would therefore suggest that the matter should be carefully considered from a defence point of view and I wish to suggest that if Land Council approve the subject should be referred at an early date for consideration of the Defence Committee.
Copies of this letter are being sent to the Admiralty, Colonial Office, Secretary of State, Foreign Office, Whitehall.
